The state legislature is very interested in rearranging the way water and sewage treatment plants are managed in Western North Carolina. Over the years, myriad reasons have been given. Some make sense for awhile, but then they are replaced. Even though the longer the debate continues, the more refined the claims become; people who have been studying the issue for years are confused, every Joe who wishes to appear informed cites historical fictions with the conviction of a drunk, and legislators belittle people who ask for an explanation.

Today, the DOT is the essential agency in search of ideas for what it should be doing. To assist in the endeavor, it is using tortured syntax in the names of its programs and the services they might provide.
