The local daily sapiently concluded the collapse of a building in downtown Asheville could have been prevented with proper permitting. The only purpose I see for keeping the building would have been to generate fees-and-inspections revenue for the city. Besides, arson would not have been considerate to adjacent neighbors on the city block.
