The Buncombe County Commissioners will vote the second time on the county’s personnel manual. Often, when political bodies review huge documents, only a few words are selected to stir a huge debate. The words usually have something to do with recognizing a voting bloc with a symbolic hill of beans. Then, the press does its thing of painting one side into loving peacemakers and the rest into hate-mongering anti-whatnots.
