By way of the consent agenda, Asheville City Council will endorse the Buncombe County Greenways & Trails Master Plan. Since a copy of the plan itself is not included with the agenda documents, it is difficult for mental midgets like me to connect enough dots to know (1) whether the commissioners’ verbal agreement to craft language prohibiting eminent domain applies, (2) whether the language eventually crafted will have mighty loopholes, or (3) whether eminent domain will be construed to be permissible within the city itself. I know, I know. I just have to trust the big guys. They’ve never let us down before.
